Installation issue

It's a simple error; I have a rough idea of what needs to be done, but it still doesn't work. In general, it won't let me proceed past the database installation.

 The fields just reset and are empty again.  The settings have been created.  When I manually change  $db_url to my data, I get

 

"Address not found: check if the address is written correctly, or try to find the site."

 

Please advise on what needs to be done to successfully install this CMS?
