Publishing files

Hello.

Please tell me which module can be used to publish files.

For example, there is a site

mysite.com/list_of_applications/application1/upload_all_versions

On the page "upload_all_versions," I need to upload application files. The file should have parameters like "date uploaded," "version," and "status: beta or release"

So, as I envision it, I log in as an administrator, there will be an "add file" option, and I can upload a new file or choose from those already on the server. Then I fill out the fields (version, status, etc.), and the file appears on the page. A regular user would only see the list of files (without the ability to upload).

Please at least suggest where to start or if there are any ready-made modules..
